(I highlighted the cursor blue within "Example" so it's easy to find)
When you have your cursor in the middle of a sentence, and want to create a sibling beneath it, you have to click at the end of the end of the sentence first, before hitting "Enter".
Right now if you have your cursor in the middle of the sentence and you hit "Enter", you end up with "Outcome 1"
If you hit "Shift + Enter", you end up with "Outcome 2", where it creates a "Note" child because "Shift + Enter" is a shortcut to "Add Note", rather than creating a same type sibling (or child). (I would assume that it would do either of the latter, (preferably the lattermost), although this is a separate feature request entirely).

I've found at the moment is to hit "Shift + Enter", to add a "Note" for the row, (create "Outcome 2"), and then "Shift + Tab" to change the type of row to a checkbox, (or whatever the parent type is), and change the hierarchy from a child to a sibling.
If there was a key command similar to "Shift + Enter", (maybe Ctrl + Down?), that could create "Ideal Outcome" quickly that would be amazzzzinnngggg!! :D
This could also be solved easily by adding a way to get to the end of a row with a key command, (maybe "Ctrl + Alt + Right"?) so you can then follow it up with "Enter" and create a sibling of the same type below. (although I would categorize this as a separate feature entirely).
edit: I just realized the same thing is an issue when it comes to making a new sibling row underneath images; I just pasted an image from my clipboard into a row, and wanted to jump to a new sibling underneath, (without adding text into the row with the image), and I had to use the quick

I mentioned earlier in order to create a new sibling. In this case, if you hit "Enter" after pasting an image, then it actually moves that row UP the hierarchy, rather than creating a new sibling below it. Also in this case, I was not able to find another way to make another sibling without using the quick

, or by going into the row specific "More" menu, "Ctrl + ' ", and selecting "Add task below".
Granted, you can create a sibling row of the same type beneath an image row by just adding some text and hitting "Enter", although the issue persists with simply text rows
